Why does my cockatiel chirp and bounce with his wings slightly out?
I've searched quite a bit through the Internet for an explanation, but I haven't found anything. I took a video of him doing it just now.

Anyone know why he does this? I know he's not hungry/thirsty since he lets me know when he is. My mom says it's because he wants scritches, but he just puts his head down and tweets for my attention when he does.

It could be his way of communicating to you. Try whistling back to see if he answers. Birds are flock animals and your bird may be seeking a response from his “flock”. Does he spend time on you when out of his cage?
