New bird

About a week ago I got a 8 month old Quaker parrot from his owner he is quite comfortable around me but not enough to step up he does allow me to pet him on his head but only in the direction of his tail is this ok. He is near the end of moulting so maybe I'm just overanalyzing.

A week is not very long for your Quaker to feel safe/comfortable in new surroundings. Just give it some time. Sit with it. Give it treats. It’s just about spending time with it.
