Answer is easy! The Color Run held in the Domain in Sydney was a night event in late February. The cockatoos must have been in flight or near the area when the colour powder was released. They have fluro yellow / blues and pinks released. Mystery solved

I've just watched a crocodile of primary school kids walk past the house, all looking very normal and smart in their school uniforms. One teacher/supervisor had fluorescent red hair and another had dreadlocks. What is the world coming to. :)

We know that the color powders were in fact released in the proximity of these particular Toos (that is, in the Sydney area where they obviously hang out). As such, the possibility of said event being the source appears quite likely.

But ! to really determine... if your said definitive assessment is Finite... One would need to follow-up on this story
(more sightings of the reported only 3 so far) to arrive at any factual conclusions .

But ! to really determine... if your said definitive assessment is Finite...My point was neither intended to be definitive nor finite -I'm unsure how you've arrived there- but instead as a mere likely explanation. Both physical potential and arrangement potential mesh well with said explanation and we know that the colored powders were present and released in the area (possessing similar hues) and that such occurred within the correct time frame. If it were some natural or environmental phenomenon causing the birds' feathers to discolor, reasonably the unnatural color manifestations we're seeing would be of the same or of similar hue from bird to bird (certainly not vibrant blue, yellow or orange on different respective individuals). And to my knowledge, nothing these birds could have ingested would account for portions of their scaly gray feet displaying the same coloring as that dispersed among their feathers. This tends to indicate that the pigments were contracted externally, which is fully consistent with the 'color run' powder theory.
In summary I will simply say that it appears more likely than not that the 'color run' event somehow crossed paths with those particular cockatoos. Technically, we as perceptual creatures should embrace the likelihood factor as far as everything that we feel we know for certain. For example, it is literally impossible for anyone to gain absolute certainty that their own existence, including the entirety of their archived memories, was not created 5 minutes before they pondered this very question. Ultimately, all each of us has is thought perspective and probability assessment to rely upon ;)

I suspect that someone should check into the documented ingredients of the powders used during the event. Toxicology reports could then be obtained for each ingredient pertaining to their potential contact with and effect upon wild birds. I would think the next step should be to capture one or more of the exposed birds in order to confirm that the pigments impregnated into their feathers and skin are in fact the same substances released during the event.
