Bought a wallpaper steamer for two bucks do you think this will clean cages

YUP. It will work, this is basically what my bissel hand held steamer does I just have the luxury of smaller hoses so I can get in tight spots on the cage.

All our cages are kept inside but will move cage outside to clean

You can use the steamer inside the house it won't harm your birds.

I'd just give it a good scrub on the front face part of the steamer that would touch the wall while steaming paper. You don't want any residue of past glue on it.
