Riley is still mid molt so lots of pin feathers. However she's always had a rough or scruffy feather look to her like she didn't have all her feathers grant it she is only 6 months old but it's still odd as her clutch mates all had normal plumage. However I am noticing that she is not only getting more feathers than she originally had but some of them are darker (not black just a darker gray) than the rest (at least on her body). Also while the sides of her face are getting whiter which is indicative of her actually being a male rather than female her crest is a dark grey. Any body else ever experience this with a white faced grey cockatiel?
Riley sounds like a beautiful bird! I don't have a white faced tiel, ours is..not sure what you would call his coloring. Molts will make them look scruffy. Our little Chip (I've no idea how old he is, we've had him around three years?) went through an amazingly heavy molt about six months ago, lost huge amounts of feathers, looked like hell for a couple weeks and came back more handsome than before the molt started!

It took Dori a full year to get her full adult coloring in. She was just a plain, dull grey when she started out when we got her just when she was freshly weaned. Different type of bird, I know, but sometimes it can take a while for the adult plumage to fully take over. Orsino we got off the streets as a stray, so I don't know how old he is, but he did get significantly less scruffy and much darker in colors the longer that I had him, so I always thought he was relatively young when he and I first met. Sounds like Riley's getting more of her "adult" coloring in! Yay!
